Municipal Property Tax Sale

A tax sale is a public auction of properties within a municipality that have unpaid property taxes from two years prior to the current year.

Each year, the District of Hope must conduct an annual tax sale by offering for sale, by public auction, each parcel of real property on which taxes are delinquent.

What does “delinquent” mean?

Delinquent taxes are any property taxes that remain unpaid on December 31, two years after the year they were imposed.

  • Example: Taxes imposed in 2023 that remain unpaid at December 31, 2024 become delinquent on January 1, 2025.

Bidding process

  • The upset price is the minimum starting bid. This amount includes all outstanding property taxes, penalties, interest, a 5% administration fee, and Land Title Office fees.

  • The highest bid above the upset price will be accepted. If no bid is received, the property is deemed sold to the municipality.

  • Successful bidders must provide their name and address and pay at least the upset price immediately by cash, certified cheque, or bank draft. Balance of payment is due by 3:00 pm the same day by cash, debit, certified cheque, or bank draft.

Redemption period

  • The current registered owner may redeem the property within one year of the sale by paying all outstanding taxes, penalties, and interest.

  • During this redemption period, the owner keeps the right of possession.

  • If the property is redeemed, the successful bidder will be refunded their purchase price plus interest at a rate set by the Province of BC.

After the redemption period

  • If the property is not redeemed within one year, the purchaser receives title free and clear of all mortgages, liens, and charges (except those by senior governments).

  • Any outstanding utilities or strata fees may still be the responsibility of the purchaser.

Taxes on purchased properties

  • A property purchased at tax sale that is not redeemed is subject to the Property Transfer Tax Act.

  • If applicable, GST/PST assessed by Canada Revenue Agency will also be payable by the purchaser.
