The Financial Services Department supports the District’s financial operations and long-term fiscal planning, helping ensure public funds are managed responsibly, transparently, and effectively.
Core responsibilities include accounts payable and receivable, utility billing, property tax collection, business licensing, payroll, banking services, financial reporting, and management of the District’s investment portfolio.
The department also leads the development of annual budgets and the Five-Year Financial Plan, providing timely and accurate financial information to support informed decision-making by Council, senior leadership, and the community.
In addition, Financial Services oversees purchasing and procurement in accordance with accepted public sector practices, ensuring the efficient acquisition of goods and services approved through the District’s financial planning process. The department also manages the District’s risk management program to help protect the organization’s financial stability against unexpected loss.
2026–2030 Financial Plan
The District of Hope’s draft 2026–2030 Financial Plan outlines our anticipated operating and capital priorities, projected revenues and expenditures, and planned investments in core services and infrastructure over the next five years.
