Climate Action Reporting
The District of Hope participates in the Local Government Climate Action Program (LGCAP), a provincial program that supports local government climate action, greenhouse gas emissions reporting, and investments in community resilience.
The District’s 2025 LGCAP Annual Report & Provincial Survey presents Hope’s first comprehensive corporate greenhouse gas emissions inventory completed through LGCAP. The results establish a baseline for tracking future progress, improving data quality, evaluating investments, and supporting evidence based capital planning and Council decision making.
What the Report Measures
The report summarizes greenhouse gas emissions generated through the District’s municipal services and operations, including:
- Municipal buildings and facilities
- Fleet vehicles and equipment
- Electricity consumption
- Natural gas and propane use
- Contracted municipal services
The inventory includes direct emissions from fuels used by the District, indirect emissions associated with purchased electricity, and emissions generated through contracted municipal services.
2025 Emissions Snapshot
The 2025 inventory establishes the District’s first corporate emissions baseline under LGCAP.
- Fuel: 84.1% of reported emissions
- Electricity: 15.5% of reported emissions
- Office paper: 0.4% of reported emissions
Fleet vehicles and equipment were the District’s largest source of greenhouse gas emissions. Purchased electricity represented a smaller share due to British Columbia’s low carbon electricity grid.
LGCAP Funding in 2025
In 2025, the District invested $126,565 in LGCAP funding to support active transportation, long term infrastructure planning, and climate resilience.
- Richmond Hill Multi-Use Pathway – $100,000
Supporting safer pedestrian and cycling connections in Hope. - Facilities Master Plan – $26,565
Supporting long-term asset planning, facility renewal, and future emissions and resilience decisions.
These investments support future emissions reductions while improving community safety, accessibility, infrastructure, and asset management.
Next Steps
The District will continue building on the 2025 baseline by:
- Improving greenhouse gas emissions data collection and reporting
- Implementing recommendations from the Facilities Master Plan
- Continuing investments in active transportation and climate resilience
- Tracking and reporting annual emissions to support capital planning and Council decision-making
