Asset Management

The District of Hope is committed to making informed, long-term decisions about the infrastructure that supports our community. Asset management provides a structured approach to planning, maintaining, renewing, and funding essential infrastructure while balancing service levels, affordability, and risk.

In 2015, the District undertook a comprehensive asset assessment in alignment with the BC Asset Management Framework. This work included the development of a long-term Asset Management Investment Plan (AMIP) and a Geographic Information System (GIS)-based inventory of municipal infrastructure. The assessment provided valuable information about the location, condition, timing, and projected replacement costs of the District's assets to support evidence-based decision-making.

The AMIP identified approximately $256 million in municipal infrastructure and highlighted the need for strategic investment over the next 20 years to ensure these assets continue to provide reliable services for residents and businesses.

To support sustainable service delivery, the District continues to advance a number of asset management initiatives, including:

  • Incorporating cost, risk, and service levels into budgeting and long-term financial planning.

  • Completing condition and risk assessments for aging infrastructure.

  • Developing maintenance management plans to extend the service life of municipal assets.

  • Reviewing service levels, rates, taxes, and fees to support long-term affordability.

  • Exploring alternative funding opportunities and economic development initiatives.

  • Building infrastructure renewal reserves over time.

  • Improving asset data, including the inventory and valuation of natural assets.

  • Updating infrastructure master plans, policies, and bylaws using asset management principles.

  • Developing prioritized capital plans that consider infrastructure condition, capacity, compliance, and community needs.

As the District continues to implement the recommendations of the Asset Management Investment Plan, Council and staff remain committed to responsible stewardship of public infrastructure while pursuing available funding opportunities to enhance community sustainability and deliver the best value for taxpayers.
