Alternative Approval Process for Water Utility Amalgamation Project
The District of Hope Council has proposed to borrow $1.8 Million Dollars to finance upgrades to the District of Hope water utility to incorporate the former 753 water utility into the District of Hope’s system.
The proposed amount of $1.8M will be applied as a Parcel Tax, to be amortized over 15 years and the effect on those property owners is estimated at $59.07 per year.
The District is seeking public opinion on whether or not the borrowing of $1.8 Million Dollars should be paid for by its electors.
If you are opposed to the District of Hope borrowing $1.8 Million Dollars you may submit an Elector Response Form.
Forms can be requested at the District office or downloaded here. The deadline to submit an elector response form is September 28th, 2022 at 4:00 p.m.

What is an Alternative Approval Process?
The Alternative Approval Process (AAP) process allows you to indicate your opposition to a proposal. Certain agreements, bylaws (such as a borrowing bylaw or a park exchange bylaw) or other matters require permission from the electors before they can be adopted by Council. There are two options to achieve that permission: through an AAP or through Assent Voting (formerly known as a referendum).
Councils may use an AAP to gain legal consent of the elctorage or to gauge public opinion.
How can I voice my opposition?
Elector responses are required to be submitted to the local government on forms that can be obtained during regular business hours from the District of Hope Municipal Office. The form can also be downloaded from the District’s website at http://www.hope.ca The only elector response forms that will be accepted by the local government are the ones provided by the District of Hope.
Who is eligible to submit an elector response form?
Only electors of the District of Hope are eligible to sign the elector response forms. There are two types of electors – resident electors and non-resident property electors.
